We always called this figure 'Blender Man' or 'the Blender Guy'. This is the B-version of this character. He is also available as M.U.S.C.L.E. #171 That figure only features one face, and both of his arms are by his sides. His actual Kinnikuman name is 'Mixer Taitei'.
